Q: What is EME or EMR?

A: Electromagnetic Radiation (EMR) is the transfer of Electromagnetic Energy (EME). EM energy is stored in an electromagnetic field and is generated by electrical signals. Common EME sources are high voltage power lines, electrical substations and radio transmitter antennas.

Are Electromagnetic Fields safe?

That is the million dollar question that everybody asks. Studies indicate that exposure to ElectroMagnetic (EM) fields above certain levels at certain frequencies may be unsafe for humans and animals. The general principle is based on well documented heating affects that are caused by exposure to electromagnetic energy. The exposure levels and limits are frequency dependant and are based on time averaged exposure and the classification of the user (aware or unaware).

Research is extensive, ongoing and the best available data at present indicates that EM fields are safe if exposure is kept below the prescribed limits.

Electromagnetic Energy from mobile phones has been classed as “possibly” carcinogenic to humans by the International Agency for Research on Cancer (IARC), as stated by the World Health Organisation (WHO).

Key Advice: Until we know more, try to limit exposure wherever possible. Use radio devices sparingly and avoid close proximity to EM sources. Apply the “Precautionary Principle“.

EMR Site Survey

These are typically required for workplace Occupational Health and Safety (OH&S) purposes. Although, we often provide services to private residents who are also concerned about the potential adverse health effects of common low frequency and radio frequency sources.

Bodies such as ARPANSA (Australian Radiation Protection and Nuclear Safety Agency) and ICNIRP (International Commission on Non-Ionizing Radiation Protection) define Occupational (aware users) and Non Occupational (unaware users) EM exposure limits.

An EMR Site survey in Australia and New Zealand is usually performed using the methodology of AS/NZS 2772.2 against the exposure limits of ARPANSA RPS3 (Radiation Protection Series No 3) and ICNIRP Guidelines.

Typically we measure ELF and RF electromagnetic energy or radiation emanating from high voltage power lines, electrical sub stations, Wi-Fi routers, repeaters and hotspots, smart meters, mobile phone base station antenna arrays, mobile phone towers (including 5G antenna arrays), IOT (Internet of Things) devices and workplaces with a high concentration of electrical, electronic and RF equipment.

Interesting Fact: Measurements we record at the majority of sites are well below the prescribed EMR human exposure limits. Most EMR Site Survey projects are completed for peace of mind and/or to satisfy workplace OH&S requirements. In rare instances measured EMR levels are close to or exceed the prescribed exposure limits. Often the simple solution is to move further away from the RF source or relocate the source. In some circumstances the source must be removed, modified or RF shielding must be installed.

Product Compliance

EMR compliance is an essential requirement of almost all regulatory schemes such as ACMA RCM, CE Marking RED (Radio Equipment Directive), CE Marking LVD (Low Voltage Directive), FCC Part 15 Certification and ISED Certification.

In many cases (typically low power devices not used close to the body or head) an assessment can be completed by predicting the RF field levels using a calculations methodology. Antenna gain, RF output power and dimensional drawings are used to calculate expected field levels which are then compared to the relevant limits.

Electric and Magnetic field measurements with calibrated RF and ELF probes can also be made to determine compliance with the limits.

Interesting fact: The CE Marking RED stipulates that humans AND domestic animals must be safe from EMR exposure. The ACMA and FCC only mandate EMR exposure limits for humans. Although, measurement methods and limits are based on animal research.

SAR Testing

Most radio devices used close to the human body or ear must comply with SAR (Specific Absorption Rate) standards and limits. There are exemptions based on the rated RF output power level and distance to the body/ear.

For Australian ACMA RCM compliance radio devices that operate at power levels >20mW (13dBm) and <20cm from the non-aware users body or ear require SAR testing per ACMA Radiocommunications (Electromagnetic Radiation — Human Exposure) Standard 2014 (ARPANSA RPS3, EN 62209-1 and/or EN 62209-2).

For USA FCC Certification radio devices that require SAR testing must comply with FCC Part 2.1093. For Canadian RSS Certification, RSS-102 applies. For these markets calculations based on RF power levels and proximity to the human body and ear must be made to determine SAR applicability.

For EU CE Marking radio devices that require SAR testing must comply with EN 62311 and EN 62209-1 and/or EN 62209-2. An initial assessment and calculation is required to determine SAR applicability.

If SAR testing is required, Global Approvals can arrange it through local or international accredited laboratories.

Hot Tip: CE Marking SAR test reports can be used to demonstrate ACMA RCM compliance provided the report is endorsed (ie accredited testing and report issued by an ilac member accredited laboratory) and references the ACMA standard and limits. If in doubt the CE SAR report can be reviewed by an expert to determine suitability.
